外贸企业面对新的出口门槛

    

据中国国门时报报导，当前在国际金融危机不断蔓延和深化的背景下，国外贸易保护主义进一步抬头，一些国家加大了技术性贸易措施的强度，纷纷采取各种技术性贸易措施保护本国利益和本国产品，给外贸出口带来了严重的影响。如何有效应对金融危机下国外技术性贸易措施，已成为政府部门、外贸出口企业及其它各方急需探讨和解决的一项新课题。

 

  技术性贸易措施呈现新特点

 

    2008年以来，由美国金融危机引起的国际金融危机使得当前的新贸易保护主义之风有愈演愈烈之势，仅2008年度世界日均出台8项新的技术措施，这些措施的制定和实施，对出口有很大依赖性的发展中国家特别是中国产生了巨大的不利影响。在国际金融危机的背景下，国外技术性贸易措施正呈现出广泛性、合理性、隐蔽性、歧视性、灵活性、双重性、针对性、争议性等多个特点，而且不同的国家和地区、不同的利益集团、不同的目的、不同的政治用意，使用不同形式的技术性贸易措施，就使得当前技术性贸易措施变得更加广泛化、频繁化、复杂化和尖锐化。目前，技术性贸易措施已被认为是继汇率之后企业在出口中遇到的主要障碍，受到广大外贸企业的高度关注。

     

  应对技术性贸易措施变局

 

     在国际金融危机的背景下，越来越高的技术性贸易措施出口门槛使得外贸出口面临着日益严峻的挑战。为有效应对国外各种技术性贸易措施对造成的影响，我们可以从政府、企业两个方面分别采取相应的应对措施。

外贸出口企业：一是充分了解和学习ＷＴＯ规则和贸易救济调查的相关知识，以便在国际竞争中合理、合法地保护自身权益。二是遭遇贸易摩擦案件时要积极应诉，特别是在应诉时要注意团结作战，一致对外。三是要建立健全企业内部完善的质量管理体系，从生产源头抓起，在出口产品的研发、生产、营销等方面规范管理，广泛推广国际认证标准和发达国家的先进质量管理方法，按照国际标准进行生产和管理。
